The territory of the Socialist Soviet Republic of Belarus was divided between three administrative and territorial units: the Reichkommissariat Ostland for the regions of Novogroudok, Polesie, Minsk, Sloutsk, Baranovitchi, Gantsevitchi, Gloubokoïe, Lida, Borisov and Vitebsk. The southern region of Brest and the Gomel region were part of Reichkommissariat Ukraine. The remaining regions were under military jurisdiction.

Before the German occupation, about 700,000 Jews lived in the territory of what is today Belarus. Between 500,000 and 580,000 were killed by the Nazis.
