The territory of the Socialist Soviet Republic of Russia should theoretically be divided between two administrative and territorial areas: the Moscow Reichkommissariat for the central and northern regions of the European part of Russia and the Caucasus Reichkommissariat for the areas around Mount Caucasus. However, in reality, these organizations were not completed because of offensive and defensive actions by the Red Army; the Russian zone was not under civilian control but rather only under military jurisdiction.

Before the arrival of German troops, nearly 1,000,000 Jews lived in the territory of present-day Russia. Between 100,000 and 140,000 Jews were murdered before the withdrawal of the Wehrmacht.
